Given

- 5x + y = 2 ( add 5x to both sides )

y = 5x + 2 ← in slope- intercept form

with slope m = 5

Parallel lines have equal slopes, then

y = 5x + c ← is the partial equation

To find c substitute (- 2, 1) into the partial equation

1 = - 10 + c ⇒ c = 1 + 10 = 11

y = 5x + 11 ← equation of parallel line
