y= -2x-4

Explanation:

parallel==> a line has the same slope ===> (m = -2)

y= -2x+b

and a line pass through the (-3,2) ===> x=-3, y=2

2= -2(-3)+b

2=6+b (subtract 6 from both sides )

-4=b

y= -2x-4
