At this time the only eligible voters included freeholding men, which means men who had ownership of land. Though as some states expanded their own voting laws, the freeholder requirement would be diminished for some in favor for being taxpaying and "free". Slaves, Women, those under the age of 21, and people following certain religions would not gain voting rights for some time.
