THE ANSWER IS: y = 3/5 + 4/5
first plug the slope and the given point into point-slope from: (y-y1) = m (x-x1)
m=slope= 3/5
point=(x1,y1) = (-3,-1)
(y+1) = 3/5 (x+3)
solve for y to get slope-intercept form
y+1 = 3/5x + 9/5
y = 3/5x + 4/5
