In order for a relation to be a function, each input value (x-coordinate) must correspond to exactly one output value (y-coordinate).

This means that no two different points can share the same x-coordinate.

Looking at the x-coordinates, we see that

x = -2 have the y values y = 1 and y = -3

This means that removing (-2, 1) or (-2, -3) would make the graph a function of x
