let Y=mx+ c is our required equation ,

y =3x-7 is given so by comparing we get ,

m =3 ( slope )

Now putt the point (0,4) in required equation to get the value of c,

4 =m(0)+c

c=4

now putt the value of m and c in required equation we get ,

y=3x+4
