When creating cartoonish characters, your goal is to make it good with detail, but when putting a ton of details and textures it doesn't look good with cartoonish characters because the goal is to make the characters memorable, and you're most likely to show it again. So, most cartoonist would make the character colorful and a fair number of details because they want you to look at the characters and remember them.
Take the image below, Homer Simpson for an example, he's appealing looking while at the same time, making sure there's not too many details.
Another thing you've noticed is the fact that he's yellow. 'When Matt Groening was creating The Simpsons, he wanted the family to stand out, so he decided to make the characters a weird color.'
