The House of Representatives. The U.S. House is very similar to the British House of Commons because both have several hundred members, make laws, and vote on procedures. The Senate is more similar to the British House of Lords, but the Senate does have much more power than the Lords since the Lords really only have the power to give advice, while their power to not consent or authority to disapprove of a bill is extremely restricted by the Commons.
