This is a political cartoon by the artist J.S. Pughe and it was made on July 11, 1900.

The snake represents the Populist Party devouring the Democratic Party, which represents the donkey. The donkey has been used as the Democratic Party mascot since the Andrew Jackson presidency (1828). It was originally meant as an insult, but Andrew Jackson managed to turn it around into a positive image.

The presidential candidate William Jennings Bryan is also depicted in this cartoon. HIs caricature (ie face) is at the head of the snake. This indicates he's at the head of the Populist Party that is devouring the Democratic Party. In other words, he used to be more aligned with Democrats, but split off from them to form more or less his own party. William Jennings Bryan was the presidential candidate who ran against the Republican candidate William McKinley, with McKinley ultimately winning.

As to whether who would agree or disagree with this message is a matter of opinion. I think members of the Democrat party may disagree with this message because it would make them look weak, while people outside the party would agree with the message that the party is falling apart.
