The statement is
(5-3-2)/(1+4+6+7+8+9).

We know that a quotient is equal to zero if and only if the numerator is equal to zero and the denominator is different than zero.

So we can put some numbers on the numerator in such a way that add up to zero, like:

5 - 3 - 2 = 0

And use all the others in the denominator (the denominator can't be zero, we solve that by just adding them).

Then we get the expression:

(5-3-2)/(1+4+6+7+8+9)

Which is true.

Also notice that we used all the digits once, as wanted.

Complete question may be like this:

Using the digits 1 to 9, at most one time each, place a digit in each box to make a true statement.

?/?? = 0.?
