What does "secure" mean in this passage?

to feel safe
to slide down
to fasten firmly
to hold lightly

To prepare for the slippery slide down, rider put on a soft helmet and some arm pads. Then they lie on a mat.The mat has a pocket for their feet and a strap to hokd as they slide. Worckers can't SECURE, or attach; the mat to the rider, so riders must hold that strap tightly all the eay down.

I think it’s to fasten firmly. After the word secure it says “or attach”.
