What does this mean?

Whenever a case cannot be revived in the court whose judgment is sought to be reviewed because the deceased party’s authorized representative is not subject to that court’s jurisdiction, proceedings will be conducted as this Court may direct

This is basically saying that if a case was being reviewed because the person who died wanted it to be reviewed, it can be reviewed even if that person is dead by the digression of the judge/court.
