Explanation:

scientific notation has to have a number that is greater than or equal to 1 and less than 10. this is then multiplied by a base that is always 10 which is to the power of however many “jumps” it takes to the left or right. if it is moving to the right (getting bigger), the power is always positive, however in this case, it is getting smaller so the power has to be a negative integer.
