So to find the slope calculate (5-1)/(-3-(-1))

Simplify

4/(-3+1)

4/-2

The slope is -2, so the equation of the line is y=-2x+b

Put one of the points in for x and y then solve for b.

Using (-1,1), you get 1=-2(-1)+b

Solve

1=-2(-1)+b

1=2+b

1-2=b

-1=b

Now to write the final equation

y=-2x-1
