Explanation:

a) The MAX is 42 basketballs, so it has to be either less than or equal to 42. each team wants 5 so you would multiply 5 basketballs per team (which is variable t)

b) Once you plug in 10 in replacement of 5 you get the inequality:
42\leq 5 * 10

once you figure it out you get
42 \leq 50. 50-42 = 8. Gopal should purchase at least 8 basketballs.
