x and y are not proportional in either table.

Explanation:

x and y are not proportional in the first table. Notice that y = x/5 for x = 30, 25, 45 but not for x = 14. The relationship between x and y must be consistent.

x and y are not proportional in the second table. y = 2(4) = 8

and y = 3(5) = 15. In order for x and y to be proportional y = kx where k is constant. This is not happening in the second table.
