Answer: Due to the supply and demand.

Step-by-step explanation:

During winter many people are looking to buy winter coats, so the cost will be more due to the demand. As where in summer nobody is looking to buy winter coats meaning that the demand is low so prices will usually directly show that.

During winter time, the demand for coats would increase as there would be cooler conditions.

During the summer demand decreases as nobody wants to wear a coat during hotter conditions
