By substituting the given data points (0, 5) and (-6, 1) into the formula for the slope of a line, the constant speed of Fast Feddy is given by;

Slope (m) = (1 - 5)/(-6 - 0)

Slope (m) = -4/-6

Slope (m) = 2/3

Therefore, a line that is parallel to this line must have a slope of 2/3, which is only represented by this equation y + 4 = 2/3(x + 3).
