You have two equations that are not in proper y=mx+b format

So I suggest you convert them… which is now going to lead you to

y=-3x+5

y=1/4x-8

Then you graph the y-intercept which is 5 and -8.
Then you add the slope. Rise by -3 and run by 1.
In the second equation rise by 1 and run by 4
