slope intercept form:

y = mx + b

10x - 3y = -15

subtract 10x from both sides of the equation

10x - 10x - 3y = -15 - 10x

3y = -15 - 10x

3y = -10x - 15

divide the equation by 3

3y/3 = -10x/3 - 15/3

y = - 10x/3 - 5
