The electroscope will have a positive charge after the removal of the charged rod.

The electroscope will become momentarily neutral if the charged rod causes a negative charge to build up on the cap of the uncharged leaf electroscope and the cap is briefly earthed before the charged rod is removed.

But when the charged rod is taken out of the electroscope, the positive charges in it redistribute and become positive again because the initially induced negative charges are no longer present. Consequently, following the removal of the charged rod, the electroscope will be positively charged.
