One way devolutionary pressure can come about because of cultural diversity is if say one region of a country feels isolated from the rest because they have their own ethnic pride and want to form their own state, (ex the Basque in Spain). Or another way devolution can occur is if let’s say there is ethnic cleansing in a region which would lead to a homogenous ethnic group in one place. Finally, one economic factor that can lead to devolution is if let us say there is one region of a nation that feels economically superior to the rest and wishes to form its own nation (ex Catalonia in Spain).
