The relation that is a function is

{{0, 4), (3, 2), (4, 2), (6, 5)}

{(1, 3), (3,5 ), (4, 6), (6, 4)}

What are functions

A function is a relation between a set of inputs and a set of possible outputs such that each input is related to exactly one output.

In the option, {{0, 4), (3, 2), (4, 2), (6, 5)} and {(1, 3), (3,5 ), (4, 6), (6, 4)}: Every distinct x-value has a unique y-value.

Therefore, this set of ordered pairs represents a function. Each input maps to a single output.
