To be honest, I think it more political. See, conservatives fought for slavery and lost. (hooray!) Due to this, most conservatives decline the offer because Obama, obviously is a person of color. When to resolve the conflict, it took a large amount of time and effort to convince Republicans and conservatives because well, the president is a democratic person of color, so of course they declined. The senate republican leader and the vice president could sort things out more, due to them kinda being at the same rank. This case can help to understand the discrimination, settlement, agreement, etc.
