Assuming that this is talking about the aftermaths of the world wars, it’s because the countries were angry at Germany, as Germany had been the most prevalent and infamous of the Axis/Central Powers, even if they had not caused the original war. The other countries wanted a scapegoat for their war to take reparations, and Germany is an easy target, as the public hates them a lot. This way the leaders can take from Germany with little to no protests from the other countries and the public
