The rule applied to Quadrilateral QRST is (x-2, y+4)

Q(-2, -1) -> (-2-2, -1+4) -> Q'(-4,3)

R(1,5) -> (1-2, 5+4) -> R'(-1, 9)

S(6, 1) -> (6-2, 1+4) -> S'(4, 5)

T(2, -3) -> 2-2, -3+4
