as they are parallel the slope is the same. So we get that the equation is:

\begin{gathered} y-2=-(1)/(3)(x-3)=-(1)/(3)x+1\rightarrow \\ y=-(1)/(3)x+1+2=-(1)/(3)x+3 \end{gathered}

so the answer is:

y=-(1)/(3)x+3
