Note that in any transformation in the form :


f(x+c)+d

The parent function f(x) is translated c units to the left and d units upward. If the sign is negative, just take the opposite direction.

From the given function,


y=f(x+6)-3

c = 6, positive

and

d = -3, negative

so the parent function is translated 6 units to the left and 3 units downward.

The answer is Choice C. left 6 units and down 3 units
