The number is c and decrease by three eights. So expression is,

c-(3)/(8)

The obtained expression is equal to two ninths of the number c, which is 2/9c. So equation is,

\begin{gathered} c-(3)/(8)=(2)/(9)c \\ c-(2)/(9)c=(3)/(8) \\ (7)/(9)c=(3)/(8) \end{gathered}

So equation is c - 3/8 = 2/9 or 7/9c = 3/8.
