From the problem, we have two cars.

Workman's family car travels 165 miles over 3 hours. The speed rate will be 165/3 = 55 miles per hour.

Cousin's family car travels 150 miles over 2 hours. The speed rate will be 150/2 = 75 miles per hour.

The fastest car is the the car with the fastest speed rate and that would be cousin's family car which is 75 miles per hour. So they will arrive first.

ANSWER :

Arrived first : cousin's family car

workman's speed : 55 miles per hour

cousin's speed : 75 miles per hour
