\begin{gathered} 2.4y+13+(-6.5y)=0.24y-8.58+(-6y) \\ \text{if we multiply both sides by 100 the whole decimal will be eliminated} \\ 100(2.4y+13+(-6.5y))=100(0.24y-8.58+(-6y)) \\ 240y+1300-650y=24y-858-600y \end{gathered}

We multiply by 100 to remove all decimal
