Since, smith receives 60% of the vote this means murphy must receive 40% of the vote. Therefore 15 = 40% of the total vote.

Thus total vote = 37.5, which is kind of absurd. As total vote count must be an integer. Moreover, the report must be consistent with the result, which does not seem in this case.
