Are 7x - 4y = 8 and 4x - 7y = 14 parallel

No because parallel means they have the same slope and when you solve 7x-4y=8 for y, you would get y=7/4x-2 and the slope would be 7/4. When you solve 4x-7y=14 for y, you would get y=4/7x-2 and the slope would be 4/7 which is not the same as 7/4
