First normalize the equation into y=... form, by moving the 2x to the other side. It gets a minus sign:

2x+y=-3 =>

y = -2x - 3

To find the y intercept, set x to 0. If you do this in y = -2x - 3, it immediately says y=-3.

The slope is the factor in front of x, which is -2.
