I think you mean the line to be y = -3x + 4.

The line perpendicular to it will have a slope of -1 / (-3) = 1/3.

y - y1 = m(x - x1) where m = slope and (x1, y1) is a point on the line.

So we have

y - 2 = 1/3(x - 3)

y = 1/3x - 1 + 2

y = 1/3 x + 1
