Where:

By critically observing the diagram of the circle shown above, we can logically deduce the following radius and center (4, 2);

Radius (r) = 3 units.

Center, (h, k) = 2, -2)

By substituting the center (2, -2) and radius of 3 units into the equation of a circle, we have the following:
