That is the best answer because American foreign policy the US does not necessarily always avoid military intervention in the Middle East and has intervened many times in the past few decades, not "overthrowing leaders in military dictatorships in order to start a war", and not "supporting leaders in countries that support the same goals and values as the U.S."

Historically the US often prioritized American interests over "goals and values", for example the US supported regimes that were against freedom and democracy, just because they were anti-communist during the Cold War. This showed the US putting American interests before goals and values.
