Answer: y=4/3+12

Explanation:

Perpendicular lines need negative reciprocal slope so -3/4 becomes 4/3 for the line perpendicular to this one

Since we also have a point we can use point-slope form y-y1=m(x-x1)

So,

y-0=4/3(x+9)

We can now convert to slope-intercept if needed by distributing the 4/3 and dropping the -0

y=4/3+12
