But if there was a hurricane, all of these agencies could be involved:
NSP (Neighborhood Stabilization Program) would help demolish ruined structures and even purchase/rehabilitate homes that have been abandoned.
Red Cross would help with emergency shelter, provide food and distribute needed supplies (water, for example). They also provide health services.
FEMA provides emergency assistance with housing & repairs. They would also assist with evacuations and legal aid. FEMA coordinates with other government agencies like the Nat'l Hurricane Center and the National Flood Insurance Program. FEMA helps with preparations because of their warnings/communication & also risk assessments for areas.
