By using slope formula

slope=(y-y1)/(x-x1)

hence slope will be (3-6)/(-6-(-8))= -3/2

by using one point form,(y-y1)=m(x-x1)

=> y-(-8)=(-3/2)(x-6)

=> 2(y+8)= -3x+18

=> 2y+16= -3x+18

=> 3x+2y-2=0

Answer: 3x+2y-2=0
