y=a(x-h)^2+k
y=a(x-(-2))^2+3
y=a(x+2)^2+3
1=a(0+2)^2+3
1=4a+3
(1-3)/(4)=a
-(1)/(2)=a

the equation is


y=-(1)/(2)(x+2)^2+3
