Explanation:

If two lines are parallel, they must have the same gradient (coefficient of X)

So firstly, make y subject of formula in each equation:

-4x - 15y = 3 becomes y = -4x/15 - 1/5

-x - 5y = -3 becomes y = -x/5 + 3/5

The coefficients of X are not the same therefore, the lines are not parallel.
