division comes first

2^2 x (2^4/2^3)

do what is in the brackets first

when dividing indices with the same base. you subtract the powers so it becomes 2^(4-3) = 2^1

now 2^2 x 2^1

when multiplying,add the powers

2^(2+1) = 2^3 or 8
