Explanation:

not a function.

in a function every valid x-value has exactly one associated y-value.

but here we see that for almost every x-value, where the curve is defined, there is a positive and a negative y-value (up and down). the only exceptions are the 2 vertices (extreme values) left and right, where the curves intercept the x-axis. there we have only one associated y-value (0).

but that does not help, as all other defined x-values have 2 y-values as described.
