Very confused. I am stuck. Write the slope-intercept form of the line that is perpendicular to y = -2x - 7 and goes through the point (0,-3)

The point given is (0,-3) and that point is on the y-axis. It is the y-intercept of the new line. So we can use y=mx+b. Because we have the y-intercept, -3, to fill in for b. And we can find the slope--The slope of the given line is -2. A line that is perpendicular to the given line has the slope 1/2. The slopes of perpendicular lines are negative reciprocals(opposite sign and flip over). So filling in the 1/2 for m, we get the equation we are looking for:

y = (1/2)x - 3
