It is triggered by the maxims of quantity and relevance: the literal meaning of B’s reply does not provide the information requested (yes or no), and does not seem to be relevant. By assuming that B intends to communicate that he is obligated to eat with his in-laws, A can interpret B’s statement as being both appropriately informative and relevant.
