From the given equation y=16, it implies that the line has no slope.

Hence, the slope is zero (0).

From the given point:

\begin{gathered} (-7,43) \\ x_1=-7,y_1=43 \end{gathered}

The equation of the line is given by the equation:

m=(y-y_1)/(x-x_1)
\begin{gathered} 0=(y-43)/(x-(-7)) \\ 0=(y-43)/(x+7) \\ \text{cross}-\text{multiply} \\ y-43=0 \\ y=43 \end{gathered}

Hence, the equation of the line is y=43
