note that the absolute value function always gives a positive value , that is

| - a | = | a | = a

to evaluate h(3) , substitute m = 3 into h(m)

h(3) = | 7(3) + 8 | - 4

= | 21 + 8 | - 4

= | 29 | - 4

= 29 - 4

= 25
