This is controlled by the place where the decimal point is placed.

When converting a number, so as to be in the standard form, when you move the decimal points to the left, the number is then written as 10 power, the number where it is positive.

When the decimal place moves to the right, then the final number written in standard form will be the number then times 10 power something which is negative
