Given that the last option is all of the above, it’s either that or the first option.
A teacher who jumps from one topic to the next is a teacher that isn’t doing their job and teaching the curriculum, which in short is “low engaged thinking” in the classroom. The other three options are a little hard to tell whether it’s bad teaching or an engagement issue. The fourth option isn’t bad engagement in the classroom, that’s just limiting resources that students could use.
